The Former President's Woke Alarm Overlooks The Continent's Real Threat: Economic Stagnation.

The recent US national security strategy presents a misguided view of Europe. The document asserts that unrestrained immigration and what it terms "woke" policies pose an grave risk to the continent's identity. However, this perspective is based on a fundamental misinterpretation of the reality. The true danger facing the EU is not cultural but technological and economic backwardness.

A Glaring Growth Divide Separating the US and Europe

Statistics paint a sobering picture. Between 2008 and 2023, American economic output grew by eighty-seven percent, while a mere 13.5% increase for the EU. During this period, European income per person fell from 76.5% to just 50% of the American figure. Remarkably, even the poorest US state now has a higher per capita income than several leading EU nations like France and Italy.

Today, roughly half of the global top fifty tech companies are US-based, while only four are from Europe.

The Technological Shortfall: The Core Question

This widening economic gap is driven by stronger productivity growth in the US, largely due to technological innovation and higher total factor productivity. The scene of global tech leadership is overwhelmingly US-centric. In the last fifty years, 241 US firms have grown into companies valued at more than ten billion dollars, compared with only fourteen in Europe.

This disparity raises a vital issue: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, where does Europe positioned? Most analysts concede it is essentially a contest between two between the US and China, with Europe starting at a clear disadvantage.

Root Causes of the Continent's Innovation Gap

Several major factors account for this technological divide.

  • Venture Capital: The United States has a much more robust and agile system for financing new ventures. The EU still lacks a genuine capital markets union, which limits the growth potential of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A US startup can introduce a product under one set of laws to access a market of hundreds of millions. The European Union, despite a larger population, is divided among 27 separate regimes, creating huge internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was once viewed with stigma, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has eroded its capacity for pioneering research.

The Road Ahead: Grounds for Cautious Optimism

In spite of these hurdles, there are causes for optimism. European leaders are growing more conscious of the existential challenge and have begun to propose serious reform. Key analyses on European competitiveness and the internal market point to the necessity of sweeping reforms.

Given appropriate incentives and rule changes, Europe's strengths might enable far greater degrees of business-led breakthroughs.

Europe still possesses considerable strengths: high-quality human capital, top-tier schools and universities, and premier labs. Alongside a large internal market and substantial household savings, these foundations could unleash a new wave of venture creation.

Importantly, even if the EU does not take the lead in developing next-generation technologies, it can still significantly increase productivity by adopting and adapting advancements from other regions.

A Critical Juncture

Europe now stands at a critical crossroads. As the saying goes, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been gradual. However, if it fails to take bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in global economic relevance.
